Rostov-on-Don is the largest city in the south-west of the Russian Federation, the administrative center of the Southern Federal District and the Rostov Region.

Founded by the charter of Empress Elizabeth Petrovna, December 15, 1749. Located in the south-east of the East European Plain, on the banks of the Don River, 46 km from the place of its confluence with the Sea of Azov, 1092 km south of Moscow.

The city is a major administrative, cultural, scientific, educational, industrial center and the most important transportation hub of Southern Russia.
